"The boundaries are arbitrary." Tessa's chin lifted, a gesture of defiance he had seen before, in women who refused to back down and in soldiers who refused to break. "The grass on this side is better. Greener. My stock needs it."
"Your stock needs you to follow the rules."
"Your rules." She spat the word like it tasted bad. "The coalition's rules. Rules made by men who sit behind desks and never get their hands dirty."
