Zoning Authority

Lucinda North stood at the podium with her spine straight and her hands resting lightly on the polished wood. The zoning commission chamber hummed with tension, voices overlapping as developers and residents argued over the massive waterfront redevelopment. She let them talk for exactly three minutes more before she raised one hand. Silence fell.

"The motion passes," she said, her voice carrying without effort. "The project receives conditional approval pending environmental review. This body has reviewed every submission. We move forward."

A ripple of applause mixed with muttered protests. Lucinda's green eyes swept the room once, landing briefly on the empty seat where Brian Montgomery's team had been expected. He had not shown. She filed the observation away and stepped down, already gathering her leather folder against her chest.

The drive home took twenty minutes through evening traffic. Lucinda kept the radio off, letting the win settle into her bones. The vote had been close. One commissioner had tried to stall with last-minute questions about traffic impact. She had dismantled the objection in two sentences, citing the exact traffic study numbers the man had clearly not read. Control felt clean on her tongue.

She pulled into the garage of the modern hillside house and sat for a moment with the engine ticking. Then she stepped out, heels clicking on concrete, and entered through the side door.

Roman waited in the kitchen, already changed into the soft gray trousers and fitted black shirt she preferred for evenings at home. He looked up at once, eyes warm and attentive.

"Welcome home, Lucinda. The vote went well?"

"It passed." She set her folder on the counter and shrugged out of her blazer. "Run my bath. Use the new oil. I want the water at one hundred and four degrees."

Roman nodded without hesitation. "Yes. Right away."

She watched him move, efficient and quiet, already reaching for the bottle of bergamot and cedar oil. The sight loosened something in her chest. This was the part of her day that required no performance, only expectation.

While the tub filled, she walked through the living room and checked the mail he had left sorted on the side table. One envelope bore the Montgomery Development letterhead. She set it aside without opening it.

In the master bath, steam curled from the surface of the water. Roman knelt beside the tub, testing the temperature with his wrist the way she had taught him. He looked up when she entered.

"Ready," he said.

Lucinda undressed without ceremony, folding each piece of clothing over the chair. She stepped into the water and sank until it reached her collarbones. The heat pulled a low sigh from her throat.

"Wash my back," she said.

Roman took the soft cloth and the soap. His hands moved in steady circles, pressure just firm enough. She closed her eyes and let the day's sharpness ease. After several minutes she spoke again.

"Brian Montgomery sent a representative instead of appearing himself today. The man tried to object on procedural grounds. It didn't work."

Roman's hands paused for half a second, then resumed. "You expected him to come in person?"

"I expected him to fight harder." Lucinda's mouth curved. "He's been vocal in the press about how my commission blocks real progress. Today he sent someone else to do the talking. Interesting."

She let the word sit between them. Brian's absence had left a small, bright space in her thoughts, like the afterimage of a flare. He was broad-shouldered in every photograph she had seen, salt-and-pepper hair, the kind of confidence that came from building things people actually used. She had read his latest proposal twice. It was sharp. She had voted against it anyway.

Roman rinsed the cloth and set it aside. "Do you want the robe now?"

"Not yet. Stay there." She opened her eyes and looked at him. "I want you to understand something. When I come home like this, I expect the same precision I use at the commission. No questions unless I invite them. No hesitation. You serve because it pleases me. Is that clear?"

"Yes, Lucinda."

His voice stayed low and steady. She saw the faint flush along his throat and felt the familiar satisfaction of it. He had grown more comfortable with these instructions over the last year, yet the edge of awe never quite left his expression. It kept her interested.

She lifted one leg from the water. "The other foot now."

Roman took her ankle and began to massage, thumbs pressing into the arch. Lucinda let her head rest against the marble edge of the tub. Her mind drifted back to the meeting for a moment, then slid sideways to the Brian who had not appeared. Brian Montgomery would be at the next hearing. She could already picture the way he would look at her across the room, measuring, calculating. The thought sent a small, private spark along her spine.

"Tomorrow morning," she said, "I want the black suit with the narrow lapels. The one with the silk lining. And the green blouse."

"I'll press it tonight."

"Good." She reached out and touched his cheek with damp fingers. "You're doing well, Roman. I notice when you anticipate what I need before I say it. Keep that up."

His eyes lowered briefly, then returned to hers. "Thank you."

She let the water hold her a little longer, the heat working through muscle and thought alike. Outside the window the city lights climbed the hills. Somewhere among them Brian Montgomery was probably reviewing the same vote results, already planning his next move. Lucinda smiled to herself, small and private. She would be ready.

When the water began to cool she stood. Roman held the towel open without being told. She stepped into it and let him wrap her, his hands careful at her shoulders. The evening stretched ahead, quiet and ordered, exactly as she required.

"Dinner in an hour," she said. "Something light. Then I want you to read the new traffic study aloud while I review the next agenda. I need to hear the numbers twice."

"Of course."

She walked into the bedroom, the towel slipping from her shoulders as she moved. Behind her, Roman began to drain the tub. The sound of running water followed her into the closet where her clothes waited in precise rows. She chose the robe he had laid out and slipped it on, tying the belt with a firm pull.

In the mirror her reflection looked composed, green eyes clear, dark hair still sleek. Only the faintest lift at the corner of her mouth betrayed the private current running beneath the surface of her thoughts. Brian Montgomery. She would see him soon enough. For now, the house was hers, the rituals were in place, and the next move belonged to her.
